The Energy Company Obligation also known as ECO offers funding for energy efficiency improvements in 3 main streams:
Properties or families that meet the requirements within any of these streams are eligible for fully or partially funded energy efficiency improvements. Eligibility properties include hard to treat properties such as those with small or no cavities, or occupants who are in fuel poverty, qualifying benefits etc.

Households on very low incomes tend to under heat their homes significantly which can pose health problems, particularly for the most vulnerable. ECO plays an important role in supporting the upfront costs of heating and insulation measures for these households.
Efficient central heating systems, as well as insulation, are key to helping improve people’s ability to heat their homes, bringing a variety of benefits. The ‘affordable warmth’ target also helps in situations where Green Deal finance, will not be sufficient to make sure that households can benefit from the Green Deal.
Cost Effective Measures
The Green Deal finances energy efficiency measures that pay for themselves through savings. Some measures, such as Solid Wall Insulation only reach a small market segment and are significantly more expensive, are unlikely to meet the Golden Rule. Therefore ECO offers further support in addition to Green Deal finance for these harder to treat properties.
